Doing Need Based Development Works & Engagement of Local People

Few years ago , people of a rural area of Anowara , an upazila (sub-district ) of Chittagong , Bangladesh , sowed paddy plants in a road to show their grievance to the Government for not taking steps furnishing that road by bricks . They had suffered for long time by using that road but not interested to take their own unites / united initiatives furnishing the road . If the local people of that area , wish , they might make usable the road to trafficking . But they could not try to use their brain and labor to do it except waiting for the Government for long time . We know , when people make unity , they can do everything . Also today , not only the people of Bangladesh , as well as the under developed and non-developed countries , wait for the Government's steps for all type of development works . There are some places have many roads not fit for use , no educational institution or many of these destroyed by natural calamities or students studied in the open sky , also some area's have no hospital or small health center , poor infrastructure development etc . Whereas the economic condition of those countries is not good and Governments have no capability to do all the big and small development activities at a time , people of those countries can be unit and do some small development works taking own initiatives . They need not to wait for the Government and suffering for long time , but they can unite for doing some works for the country . And by doing this they can relief the Government and then Government get opportunity to concentrate on doing big infrastructure development .
We know, from the beginning of the creation of human being, people are doing everything as his/her needs. To survive, they searched food as like as developing their lifestyle, dwelling places and surroundings. Time to time, they developed their communication and transportation system and improved their behavior and build the relationship with others. People did all of these according their needs. Specially, when people attempt to live together they became united and formed into social groups, then they had taken steps to develop their livelihood. In the ancient period, there were no states in the world. People did everything uniformly, worked for the various infrastructure developments, won the fears and dangers, made the incompetent path, walkways etc to make friendly for their use and for innovating the new paths.

However , when the states began to form , people gradually desisted themselves from the development works and didn't take own initiatives . Since then , people have started to depend on state and Government . Now the situation is that , however there are any necessity and sufferings in the local life , people haven't taken any initiatives for development activities rather than waiting for the state or Government's initiatives . If it will take so much time , nevertheless they wait for it . Now it goes to a critical problem with the developing and non-developed countries . People of those countries face many problems and fall in sufferings but haven't taken any unite development initiatives .
Everyone knows that , there are many problems of developing and non-developed countries and their economic conditions are not good and some have less skillful manpower . For that reason , they can't able to continue their development activities in all over the country at a time and fails to develop more areas especially in rural areas . Moreover , there are so many social and political problems . Corruption is one of the main factor for less development in many countries . In one side , they have less ability to do development works in whole country to make up their necessity and in other side , they misuse money by doing corruption in many cases . For that reason , the local development programs work slowly . However , people know these but don't be interested to take own or uniquely effort for development matters . Rather than they feel interest blaming the state or government . But , if they wish , they can uniformly do some development works for their country .

In the whole world , it should take People Participatory Local Development works and every country should give priority over this . Many NGO , local and international development organizations can take initiatives for building awareness about people participatory local development . Country and several types of organizations should aware people of every area including rural and remote areas for engaging themselves in need based local development works . Every development work should do in need basis and before taking any decision , the people or beneficiaries of those areas have to get scope for giving their opinion about needs . The government and non government also should encourage the people to engage themselves in every type of development work .
If it is possible to start some small development works by engaging local people in mentally , physically and financially , I think the development programs will run swiftly and it is a big positive sign of the developing and non-developed countries to properly proceed their development works . I believe that , if Government , NGO , local and international development organizations , blog forums etc takes proper initiatives to build up awareness for that like Participatory Local Development and propagating its positive result , advantage and effectiveness ; people will cordially receive it and try to participate .
We know , it is possible ; Yes , it is possible . If the ancient people did it , why not we now ? We can do if we positively want . There should some options to participate in any type of development work for every person . Some people contribute money , some work mentally and physically and some give land or equipment (which are useful for those development program ) . For example , to make or repair a local road or school building or dam in the bank of a river , local people can unitedly take their own initiatives for doing this or engaging themselves in the development works of government and non government organizations .

If motivated, people will take all the initiatives as their own needs . Positive awareness can unite local people and involve themselves in the local development works . At first , it is needed to make a combined plan . And it should be non political but open for all . The main theme of this plan to ensure the people participation unitedly by contributing money , wealth , labor , land , equipment etc . There will be an option to take the Government or state's help in any type of development work but not mandatory .
So , people should be aware about this type of local people participatory development initiatives and have scope to contribute . Our Government , NGO , local and international development organizations , blog forums etc can do a positive role in building awareness of local people participatory development .
